JAPM® acted as Development and Project Managers for Payce, providing strategic development management, coordination, program and cost control, risk management, and oversight of community integration outcomes.

Washington Park Estate is a landmark mixed-tenure urban renewal project comprising 823 apartments across six residential buildings, supported by new parkland, roads, infrastructure, public landscaping, and community amenities. The development includes 713 private apartments, 110 social housing apartments, three retail shops, a café, a new council library, and a state-of-the-art community centre. The project replaced a legacy social housing precinct with a diverse, connected, and inclusive neighbourhood. Washington Park Estate demonstrates how strategic development leadership can transform not only the built environment, but the social fabric of a community.

Joint Venture Structure

The project was delivered under a joint venture model whereby LAHC retained ownership of the land while Payce led the development and delivery of the estate. This structure enabled the retention and renewal of social housing while facilitating private sector investment and high-quality urban outcomes. In addition some of the land also owned by Council was redeveloped into a local library and community centre which formed part of an integrated building for Payce/LAHC/Council.

Community and Social Outcomes

The development successfully integrated long-term social housing residents with a majority influx of new private residents, creating a balanced and inclusive community. Generational social housing tenants were retained within a revitalised environment, while new residents contributed to renewed social energy, ownership, and pride.

Ongoing community engagement is facilitated through the on-site Community Centre, operated through a mix of volunteers and council-supported employment initiatives. This hub supports social programs, education, and community events that engage all residents.

Public Realm and Connectivity

The estate delivered new public parkland, landscaped pedestrian routes, and direct connections to council cycleways and footpaths. These elements ensure the development is fully integrated with the surrounding suburb and broader active transport networks.

Government Recognition

Washington Park Estate has been recognised by the local council and NSW Government as a benchmark for mixed-tenure developments, and has been referenced as a model for future urban renewal projects across Sydney.
